PM-Kisan 18th Installment News

The Prime Minister released the PM-Kisan 18th installment on 5 October 2024 to more than 9.4 crore farmers, including marginal and small farmers. In the 18th installment, an amount of more than Rs. 20,000 crore was transferred to the beneficiary's bank accounts. Beneficiaries will receive Rs.2,000 under the 18th PM-Kisan installment directly to their bank accounts through DBT.

Budget 2025 Expectations on PM Kisan Yojana

Since the launch of the PM Kisan Scheme, the annual installments payout has been Rs. 6,000. Considering the higher cost of living, the Agriculture sector seeks for a higher payout of Rs. 12,000 annually under the PM Kisan Scheme in this Budget. A higher pay of Rs. 4,000 per installment as against the current Rs. 2,000 will significantly help the farmers dealing with stagnant incomes and boost rural consumption.

PM-Kisan Scheme

The Pradhan Mantri Kisan Samman Nidhi (PM-Kisan) is a Central Sector Scheme that provides income support to the families of landholding farmers in India. This scheme provides supplemental financial support to the farmers to procure various inputs related to agriculture and allied activities and their domestic needs.

PM-Kisan provides income support to all landholding farmers’ families who have cultivable lands. Under this scheme, 100% of funding is provided by the Government of India. It aims to supplement the financial needs of farmers in obtaining agriculture inputs for ensuring proper crop health and appropriate yield.

The State Government and UT administration identify the farmer families eligible for financial support under the scheme guidelines. After the beneficiaries are identified, the funds are directly transferred to their bank accounts under this scheme.

PM-Kisan Scheme Details

PM-Kisan Samman Nidhi Eligibility Criteria

Under this scheme, all landholder farmers’ families are eligible to obtain the benefits. The landholder farmers’ family is defined under the scheme guidelines as a family consisting of a husband, wife and minor children who own cultivable land as per the land records of the respective state or UT. The existing land ownership system is used for identifying the beneficiaries.

PM-Kisan Scheme Exclusion Category

The following categories of beneficiaries belonging to the higher economic status will not be eligible to obtain the benefits under the scheme.

• Every institutional landholder.
• Farmer families belonging to one or more of the below categories:
  • Present and past holders of constitutional posts.
  • Present and former Ministers, State Ministers, Chairpersons of District Panchayats, Mayors of Municipal Corporations, Members of Lok Sabha or Rajya Sabha or State Legislative Assemblies or State Legislative Councils.
  • Every retired and serving employee and officer of Central or State Government Ministries or Offices or Departments and its field units or Central/State PSEs and attached offices or autonomous institutions under government and employees of the local bodies. (Excluding Class IV/Multi Tasking Staff/Group D employees).
  • Every superannuated or retired pensioner with a monthly pension of Rs.10,000 and above (Excluding Class IV/Multi Tasking Staff/Group D employees)
  • Every person who paid Income Tax in the last assessment year.
  • Professionals like Engineers, Doctors, Chartered Accountants, Lawyers, and Architects registered with Professional bodies and carry out the profession by undertaking practices.

PM-Kisan Scheme Benefits

Under the PM-Kisan scheme, income support of Rs.6,000 per year is given to all farmer families having cultivable land in their name, irrespective of the size of their landholdings.

The amount of Rs.6,000 is given in three equal installments every year as follows: 

PM-Kisan Aadhaar Link

The farmers need to have an Aadhaar card to avail the benefits of the PM-Kisan scheme. The farmers cannot enroll or register themselves as beneficiaries under the PM-Kisan scheme if they do have an Aadhaar card. The installment is released only on the basis of the Aadhaar-seeded database.

PM-Kisan e-KYC for Farmers 

The government has made e-KYC mandatory for the farmers registered under the PM-Kisan to obtain their installments under the scheme. Hence, farmers registered under the PM-Kisan scheme must get their e-KYC done before 31st August 2022. If the e-KYC has not been done by a farmer, he/she will not get the installment under the scheme.

The government had allowed farmers to do Aadhar-based e-KYC through OTP authentication on the PM-Kisan portal. The process to complete e-KYC through the PM-Kisan portal is as follows:

• Visit the PM-Kisan portal.
• Scroll down to the ‘Farmers Corner’ and click on the ‘eKYC’ option.
• Enter the Aadhaar number and click on the ‘Search’ button.
• OTP will be sent to the registered mobile number. Enter the OTP and click on the ‘Submit OTP’ button.
• The eKYC process will be complete.

The farmers can also do e-KYC by going to the nearest CSC centres for Biometric authentication. The last date to do e-KYC has been extended from 31st March 2022 to 31st August 2022. 

PM-Kisan e-Mitra

The Ministry of Agriculture and Farmers Welfare has developed Kisan e-Mitra (AI Chatbot), a digital assistance to address farmers' queries related to the PM Kisan scheme in regional languages. This chatbot provides real-time support and information to farmers by resolving their complaints and agricultural queries. The chatbot is available in 10 languages - Hindi, Bengali, Telugu, Marathi, Tamil, Odia, Malayalam, Gujarati, Punjabi and English. 

The features of the Kisan e-Mitra chatbot are user-friendly and simple to help farmers easily resolve queries related to the PM-Kisan scheme. Some of the features are as follows:

• It is available in 10 local languages.
• Farmers can switch languages in between.
• It provides quick solution to farmers' queries in their own language.
• It is integrated with Bhashini.
• It supports text and voice help, which means farmers can record and send their queries and use the voice icon to listen to the answers.

PM-Kisan Samman Nidhi Credit Card

The government launched the Kisan Credit Card (KCC) scheme in 1988 which provides farmers with timely access to credit. The KCC scheme aimed at providing short-term formal credit to the farmers. The government has linked the KCC with the PM-Kisan scheme.

The PM-Kisan beneficiaries can apply for KCC cards and obtain short-term loans with low-interest rates under the KCC cards. The loans granted to the farmers under the KCC card provide them with a credit limit to purchase equipment and cover other expenses as well.  

The following are the features of the PM-Kisan credit card:

• Loans are provided at a low-interest rate of 2% to 4% 
• Collateral-free loans up to Rs.3 lakh are provided.
• In-built crop insurance coverage.
• Flexible repayment option of the loans.

The beneficiaries of the PM-Kisan scheme can apply for PM-Kisan credit cards by following the procedure below:

• Go to the PM-Kisan portal.
• Scroll down to the ‘Farmers Corner’ and click on the ‘Download KCC Form’ option.
• The ‘Loan Application form for agricultural credit for PM-Kisan beneficiaries will open’. The farmers need to download this form.
• Fill in all the details in the form. To apply for KCC cards, the farmers need to select the option of ‘Issue of fresh KCC’ provided under the option ‘B’ section while filling out the form.
• Once the form is filled, the form, along with the required documents, is to be submitted to the bank of the farmer.
• The bank will process the request and provide the KCC card to the farmer.

Alternatively, the beneficiaries can also visit the bank website where they wish to apply for a PM-Kisan credit card, fill out the application form for the KCC card on the website and submit it online. The bank will process the application and provide the KCC card to the PM-Kisan beneficiaries. 

Application Process under PM-Kisan

The farmers can apply for this scheme in the following ways:

• The eligible farmers can apply for this scheme with the revenue officials, village Patwaris or other designated officers or agencies by submitting the required details to them.
• The eligible farmers can visit their nearest Common Service Centres (CSCs) for registration under the scheme upon payment of fees, or
• The eligible farmers can also do self-registration on the PM-Kisan portal through New Farmers Registration.

The details that are required to be provided for registration are: 

• Name.
• Age.
• Gender.
• Mobile number.
• Category(SC/ST).
• Aadhaar Number (if the Aadhaar Number is not issued, then the Aadhaar Enrollment Number and any prescribed document for identification such as the Voters’ ID, Driving Licence, NREGA Job Card, or any other identification issued by Central/State/UT Government).
• Bank Account Number of the applicant. 

PM-Kisan Online Registration Process

The procedure of online registration for the PM-Kisan scheme is as follows:

• Go to the PM-Kisan portal.
• Scroll down to the ‘Farmers Corner’ and click on the ‘New Farmer Registration’ option.
• The ‘New Farmer Registration Form’ page will open. The registration page will verify if the farmer is already registered on the portal.
• For verification, the farmer has to select the ‘Rural Farmer Registration’ or ‘Urban Farmer Registration’ option and enter the Aadhar Number, select the state from the drop-down list, enter the captcha and click on the ‘Search’ button.
• If the farmer details are not found on the database, the page will display the confirmation and ask ‘if you want to register yourself’. The farmer needs to click on the ‘Yes’ tab.
• The registration form will open where the farmer has to enter the personal and banking details and click on the ‘save’ button.
• The farmer needs to follow the instructions shown on the page and complete the registration process.

PM-Kisan Mobile App Registration

The farmers can also download the PMKISAN mobile app from the google play store and register themselves. The farmers can download the PMKISAN mobile app directly from the Google Play Store or even go to the PM-Kisan website on their mobile and click on the ‘Download PMKISAN Mobile App’ option in the ‘Farmers Corner’ section.

The process of PM-Kisan registration on the PMKISAN mobile app is as follows: 

• Open the PMKISAN mobile app, choose the language from the list and click on the ‘New Farmer Registration’ button. 
• Enter your Aadhaar card number, Captcha and click on the ‘Continue’ button.
• Fill out the registration form with the details like the name, bank details, address, IFSC Code, land details, etc., and click on the ‘Submit’ button to complete the registration.

The respective State and UTs will identify the beneficiaries. The details of farmers will be maintained by the states or UTs either in manual or electronic form. The benefits will be transferred to the beneficiaries directly to their bank accounts.

Documents Required for PM-Kisan Registration

• Aadhaar card
• Proof of citizenship
• Documents showing ownership of land
• Details of bank account

PM-Kisan Application Status Check

After submitting the PM-Kisan application either online on the PM-Kisan Portal or through the CSC, the farmers can check the status of their registration by following the below procedure:

• Go to the PM-Kisan portal.
• Scroll down to the ‘Farmers Corner’ and click on the ‘Status of Self Registered/CSC Farmers’ option.
• Enter the ‘Aadhaar Number’, ‘Image code’ (Captcha code) and click on the ‘Search’ button.
• The status of the submitted registration application will be displayed.

PM-Kisan Beneficiary Status

The government publishes the list of PM-Kisan beneficiaries on the official PM-Kisan portal. After the farmers have registered on the portal, they can view their PM-Kisan status. The name of the farmers on the PM-Kisan beneficiary list will get the benefits of this scheme. The procedure for PM-Kisan status check is as follows:

• Go to the official PM-Kisan portal.
• Scroll down to ‘Farmers Corner’ and click on the ‘Beneficiary Status’ button.
• The ‘Beneficiary Status’ page will open.
• Enter the Aadhar number, Account number or Mobile number and Captcha and click on the ‘Get Data’ button.

Upon clicking on the ‘Get Data’ button, all the transaction information of the PM-Kisan beneficiary will be shown. The details of the last installment, the date of the last installment transferred to the beneficiary account and the bank account credited to will appear on the screen.

PM-Kisan Beneficiary List

The beneficiaries can also view the PM-Kisan scheme list for a particular village. The farmers can check if they are included in their village’s beneficiary list for this scheme by following the below process:

• Go to the official PM-Kisan portal.
• Scroll down to ‘Farmers Corner’ and click on the ‘Beneficiary List’ button.
• The ‘Beneficiaries under PM Kisan’ page will open.
• Enter the Status, District, Sub-district, Block, Village and click on the ‘Get Report’ button.

The PM-Kisan beneficiary status will be displayed.
